The proposed structure is based on a common building information model (the indust,), standard /FC Model -ISO PAS 16739), the ISO 9001:2000 Quality Management System, for high-level process specification, and an integrated sof'tware infi'astructure encompassing the product and process information exchange among the CAD•ERP and Scheduling Systems that support IFC. In this context, we developed Construction Management Phases for Sofiware Interoperability, Organizational and IT Management Processes with using of ARIS methodology in order to implement IFC views. Based on this, we outline a web-based environment enabling to plug in all component tools via a common client, providing a coherent GUJ.

An important aspect of the Libyan conflict since the 2011 Arab Spring is the generation and management of huge volumes of construction and demolition (C&D) type waste, arising from conflict-related damage to the built environment. Estimates put the amount of Post-Conflict Waste (PCW) at about 82 million tonnes, much of which comprises potentially useful materials that could be reused or further processed and used in construction and other sectors of the economy. This paper presents and discusses the challenges that affect the use, reuse and recycling of such materials. To validate findings from literature, a pilot questionnaire survey of 70 professionals working in the waste management sector was carried out to identify the barriers constraining sustainable management of solid waste stream in three major Libyan cities. Data analysis was carried out using SPSS version 20.0. Based on the identified barriers, a framework for sustainable management of post-conflict waste arising in Libya has been designed in line with the medium-term infrastructure development objectives of the Libyan government. The paper recommends an urgent revision of applicable legislation and the formulation of new ones to address identified gaps in sustainable waste management. It is envisaged that results from this study will help underpin post-conflict sustainable development goals in Libya.

Construction workers are backbone of this industry since construction industry is less mechanized and more labor intensive. So the major consideration is ensuring workers safety during construction in Bangladesh. As current practice of Bangladesh checks the construction safety manually, this checking process always leads to error-prone, inconsistency in assessments and delays the construction process as a whole. The aim of this study is to develop an automated fall safety checking system using BIM to solve this problem in the Bangladeshi context. A framework is developed and safety rule checking approach is illustrated during conceptual and legal stage and how these process works in two situations is proposed to identify fall hazard at planning phase. A case study is performed to illustrate its practical implementation on a building project in Bangladesh. Results show that the developed system demonstrates the feasibility of integrating safety into BIM for detecting and eliminating fall-related hazards. This study will contribute the construction professionals by introducing and informing automated safety checking platform to find the reports, why, where, when, and what safety measures are needed for preventing fall-related accidents at pre-construction phase. The significance of this study is to lead to safer designs early in a project.

Labour skill has a significant impact on time, cost, and quality of a construction project. The competitive construction industry forces companies to increase their labour skill to remain their positions in the industry. It is universally agreed that the skilled worker is one of the main fuels to run construction industry. A skilled worker must have a professional training, minimum 2 years working experience, and have the knowledge of construction materials, equipment and safety and physically fit. To check the status of the worker against nine main parameters of skilfulness of the worker is the key to the study. A questionnaire was designed with very deep literature research and expert opinion. The data were collected through questionnaire survey amongst the construction workers in Bangladesh. The percentages of workers found in this study having full knowledge and practicing regulation of construction safety, materials, equipment's and tools, labour codes and building code are 19.35%, 6.45%, 9.68%, 4.87% and 2.30%, respectively. The workers in the study area having the professional training, minimum education and minimum working experience are 6.45%, 46.06% and 62.50%, respectively. A total of 62.25% workers are found physically sound. Building code practices and awareness building is the driving key to enhance skills of worker.

WMA is produced at a temperature range of 120°C to 140°C compared to HMA that is produced at temperature between 140°C to 180°C and compacted at temperature to 120°C to 160°C [1]. Warm Mix Asphalt (WMA) technology allows the producers of hot-mix asphalt pavement material to lower the temperatures at which the materials are mixed and placed on the road. WMA promises several benefits compared to conventional HMA such as reducing energy consumption, lowering the greenhouse gas emissions, reducing of asphalt fumes during paving construction and creating a healthier work environment [1].

In the absence of knowledge or lack of skill, project managers tend to identify and empower reliable team members to temporarily lead aspects or phases of a project (Müller, et al., 2017B;. An appointment to a temporary leadership position on a project is often the first formal step into a project management role . Prior to the Balanced Project Leadership Framework (Müller, et al., 2017A) and the Chinese study of Müller, et al., (2017B), research was lacking for demonstrating the benefits of using temporary (horizontal) leaders on complex projects. The concept of balanced project leadership is still in its infancy with diminutive evidence to ratify it as a reliable method of project leadership. Using the second event (identification) of the Balanced Project Leadership Framework, Müller, et al., (2017B) created three themes demonstrating how horizontal leaders are identified. Additional to the author conducting similar research, the fourth event (governance) of the Balanced Project Leadership Framework will also be examined based on the recommendation by Müller, et al., (2017A) to further develop the framework. Based on first order responses and second order construct findings , the researcher presents a new holistic framework, illustrating how horizontal leaders can be identified, governed and lead projects to success. The findings will demonstrate how organisations can save on cost by implementing approriate organisational structures, internal human recourse capabilities and a culture that is hospitable to projects and change. The author also considers the new framework favourable for both academics and future project leaders to use as a guide for understanding the expectations and requirements for being a successful project leader.

Studies have shown that e-purchasing saves millions of dollars in transaction, reduces the supplier base, promotes paperless transaction and, increases transparency and accountability. However, a few studies have reported that between 75-85% of e-purchasing projects have failed to achieve the promised results. Currently, studies undertaken to identify critical success factors (CSFs) of epurchasing implementation in various industries is growing. Unfortunately, little headway is made in the direction of the construction industry, leading to lack of understanding and limited research framework. The aims of this paper are to establish a framework of organizational CSFs for e-Purchasing implementation and examine their relationship towards the successful implementation. The study adopts the survey questionnaire approach to collect empirical data. The questionnaire was distributed to the selected construction organizations which adopted an e-Purchasing using purposive sampling method and a total of 123 responses were used for analysis. The results from principle component factor analysis and correlation analysis provide 8 components of organizational CSFs comprises of 52 CSFs item which shows statistical relationship with e-Purchasing implementation success in dimension of project management success and user satisfaction. The result of the study provide a new framework for studies of construction organizational CSFs in e-Purchasing implementation in Malaysian construction organizations context.

Recent years have seen an increasing number of studies on safety climate across multiple industries. These studies include efforts in validating the role of safety climate as an indicator for safety behavior and organizational safety management. Although extensive studies empirically validated the relationships among the safety culture constructs and safety outcomes, the theoretical underlying relationships are not well defined. Moreover, the results of these studies are not consistent based on various theoretical hypothesis and methodological approaches. There lacks a systematic analysis of these theories and methodologies that were utilized in these studies to identify the inconsistency. Lastly, the relationships were established across multiple industries with a broad view of measuring safety climate and safety performance. The validation of safety climate in the construction industry remains challenging. This research studies the conceptual basis and methodologies within safety climate literature, with a focus on the construction industry, and discusses the gaps in establishing the relationships. Two types of gaps are identified: conceptual and methodological gaps. Conceptual gaps include the misalignment in concepts and the misalignment in domain context. Methodological gaps refer to the misalignment between the theoretical implications of safety climate and its measurement in terms of data collection and/or data analysis approaches. The main outcome is the need to define a framework to validate leading indicators, such as safety climate, based upon the underlying relationships specific in the construction industry.

The construction industry has been a paradoxical leader in both dispute occurrences and dispute resolution systems for many years. This study assessed the construction dispute resolution mechanism in Ethiopian Somali Region Road Construction Industry. It has identified the causes that lead to construction dispute in the road sector; determined the most frequent causes of the dispute; and analyzed its current dispute resolution mechanisms. Results show to have five major categories of disputes which are design-related, contractor-related, owner related, contract-related, and external factors ranked from first to fifth, respectively. The Dispute Resolution Mechanisms currently used in the road construction industry of the Ethiopian Somali region are an Amicable Settlement (Negotiation), DRE, Arbitration (Litigation), and "others" not disclosed by respondents. ADR is to a certain extent, effectively used in contracts in the construction industry. Negotiation is initially most frequently used in resolving disputes in road construction projects in Somali Region. However, parties cannot resolve the issue through Negotiation thereby resorted to Arbitration (Litigation). Arbitration is the final stage of dispute management in the road construction sector and arbitration proceedings resemble to regular court litigation. Various but specific recommendations were forwarded to major construction stakeholders to minimize or avoid disputes. Such as disputes can be reduced by checking that the contract documents are in place. Avoid making general statements, and instead set out a complete list of specifications, drawings, questions and answers, and others that apply to the project.

The South Africa government in the 1990's started the construction of social housing for the previously disadvantaged citizens who earn below R3,500 monthly. The extent of participation of the people who are the end-users of the government RDP housing scheme has been given scant attention. The study thus sought to scrutinize the End-user's level of participation in the construction of the RDP housing programme in Mangaung Municipality. A quantitative survey method was used to collect data from 1893 households. Descriptive statistics and R statistical software were used to analyze the data collected. The findings show that most of the end-users of the Government RDP housing units were not consulted by the policy implementers throughout the construction phases. These have led to the unpleasantness and overcrowding in most of the units as the beneficiaries' family sizes do not correspond to the size of the housing units allocated to them. The implications from the findings are that the government spends a lot of money to construct houses that mostly do not meet the needs of the beneficiaries thereby curtailing the government's aim of enhancing the lives of the less privileged individuals through the provision of housing units. The Government should, therefore, institute changes in the construction of the RDP housing units by involving the end-users throughout the project implementation phases.

The performance of GNSS based positioning services is improving to the benefit of the users, and the uncertainties from densified RTK networks for construction work is approaching the sub-centimeter level also in the vertical. The error sources related to the continuously operating reference stations (CORS) may therefore soon be limiting factors for further improvement of performance. There is growing recognition that in order to further improve safety performance, attention needs to be given beyond the immediate working conditions and worker actions. A systems approach to construction safety enables considering: multiple project elements simultaneously; connections between different elements; and all system elements affected by safety risk. This paper describes recent and current research to conceptualize a typical building project in terms of connections between workers, activities, and design elements, and to verify and analyze impacts of the design and worker interactions on worker safety. Prior research provides the basis for a network tying the design elements, construction activities, and work crews on a typical building project together along with the extent of interaction between each of the system elements in terms of safety. In conjunction with this systems approach, the researchers propose a concept for viewing and managing construction safety through four different types of connections, or "degrees of connectivity," between the different workers, activities, and design elements in the system. The degrees of connectivity are defined as: interacting with the design element during its construction (DoC #1); interacting with the design element in its final form to attach another component to it (DoC #2) or by working in the vicinity of it (DoC #3); and indirectly interacting with the design element through another worker (DoC #4). To support and verify the presence of the concept in practice, the researchers conducted a survey of construction personnel. The survey results confirm that the four different degrees of connectivity are present and felt during construction operations, and indicate that attention should be given to all design elements, activities, and workers to which a worker is "connected". According to the survey respondents, DoC's #1 and #2 are recognized as the most widely present on construction sites. Eighty percent of the respondents believe that the design element has a moderate or greater impact on worker safety while it is being constructed. These initial research steps provide the starting point for continuing study that aims to develop and demonstrate the degrees of connectivity concept linking workers and design elements, with the goal of understanding how to design a project and work operations in order to improve safety during construction.

For realizing data exchange in the context of the planning and realization of large infrastructure projects, a comprehensive neutral data model capable of presenting both semantic as well as geometric aspects is necessary. The Industry Foundation Classes (IFC) provide a full-grown and standardized product model for the design and engineering of buildings. In the infrastructure sector, a comparably powerful data exchange solution is still missing. To fill this gap, this paper presents an alignment model which is based on the IFC data model and can be used as a data exchange standard for the design and maintenance of linear infrastructure facilities such as roads, bridges and tunnels. This paper presents a detailed account of the results of our data modeling activities. In particular, we demonstrate the use of the alignment sub-model by integrating it with a refined version of an existing shield tunnel product model. The proposed product model provides semantic entities, models the relationships between the physical objects and makes extensive use of the space aggregation concept inherited from standard IFC.

The time-cost trade-off problem (TCTP) presents a significant challenge in construction management, requiring a balance between project duration and associated costs for successful completion. This study evaluates the performance of an arithmetic optimization algorithm (AOA) for solving the TCTP. AOA integrates non-dominated sorting (NDS) to generate Pareto-optimal solutions that address both time and cost objectives. The methodology involves testing the AOA on three case studies representing small-and medium-scale construction projects with 18, 29, and 63 activities. Comparative analyses with traditional metaheuristic algorithms, such as ant colony optimization, genetic algorithms, and particle optimization algorithms, reveal that NDS-AOA delivers competitive results, particularly in smaller projects, that achieve lower costs and faster computation times. However, its effectiveness decreases in medium-scale projects, indicating scalability limitations. Numerical tests suggest that while AOA is wellsuited for small to medium projects, it requires further enhancements, such as hybridization with other techniques, to effectively handle larger-scale problems.

Knowledge management (KM) is now recognized for its potential to bring considerable gains to construction organizations, their projects and individual workers through social and technological interventions. There is however, a paucity of empirical research in this area, and furthermore a lack of integrated KM models in the literature. Continuing research into KM in the Irish construction industry is presented, where a range of methods have been utilized to address issues relating to KM within the leading Irish construction companies. Current approaches to managing knowledge within these companies and an assessment of the potential for a more formal approach to KM are considered. A number of these companies are engaged in Engineers Ireland's (EI) Continuing Professional Development (CPD) accreditation scheme and are finding it difficult to understand the concept of KM, which is a criterion for accreditation. It is now proposed to engage further with these companies, and through a grounded theory approach, develop an integrated theoretical model for KM which is both pragmatically useful and credible, bridging the gap between theory and practice. Based on the developed model, a key objective of the research will be to develop guidance and training which will be endorsed by EI and assist Irish construction firms in understanding KM, achieving CPD accreditation and improving performance. It is also anticipated that the research will foster closer links between industry, academia and professional bodies in addressing the poor levels of collaborative research and innovation within the Irish construction industry.

The problem of how construction industries around the world can exploit the potential of Information Technology (IT) for the benefit of participants has been the focus of attention for various individuals, enterprises, institutions and governments in recent years. Consideration of how the Irish construction industry should approach this problem has been limited to date. Although it is recognised that there are a number of existing and potential influences, this paper considers the role that the current leading firms in the Irish construction industry can and should play in order that the industry as a whole exploits IT over the next five years. It is proposed that if the Irish construction industry is to progress quickly in relation to exploiting IT, these leading firms need to develop their own appropriate IT strategies. They should subsequently use their considerable influence on the many firms that they do business with to develop complementary IT strategies. The rate at which the current leading firms can exploit IT and persuade others to do so is considered. Reference is also made to the results of a 1998 survey of the leading architectural, consulting engineering, quantity surveying and contracting firms in the Irish construction industry.

Project management practices refer to the application of specified project objectives by the project acceptance criteria while staying within predetermined bounds because final deliverables in project management are limited in terms of time and money. They are critical to the successful implementation of any construction project. However, despite its crucial role, Somalia still faces various limitations in the construction industry when trying to fully implement management practices due to crises such as increased and unpredictable insecurity by militia groups such as the Al-Shabab, a limited number of construction professionals, and limited non-skilled labourers because most are nomads, among others. This has affected projects in various ways, such as insecurity in construction sites, which has caused many projects to stall, leading to delays in materials delivery and project completion, causing cost overruns. The unavailability and unreliability of project resources such as labour, materials, equipment, professional team, and funding have made Engineers use available resources that may not always be as per the recommended standards. This either leads to incomplete projects or projects completed past the project completion time. Due to the difficulties mentioned above, most projects are abandoned, which increases unemployment, slows down economic activity, costs the government money, and discourages foreign investors from supporting construction projects in the economy. The study, therefore, investigates the barriers to adequate implementation of management practices, the impact of the barriers on the construction projects, and their mitigative measures to help ensure successful projects even during crisis periods.
Literature review showed that some of the project management practices discussed are project schedule management, cost management, quality management, risk management, resource management, communications management, stakeholder management, planning, setting goals, monitoring and controlling, and working smart. Some of the crises faced in Somalia that affected the construction industry included inadequate infrastructure, such as poor roads that affect the transportation of materials, hostility between clans and foreigners, which discourages foreign investments, a limited number of well-educated people that reduces the number of qualified project managers, and high levels of Corruption.
The findings presented in tables and bar graphs showed that some of the barriers were political instability, inadequate training and education in project management, Corruption and Lack of transparency, inadequate infrastructure and logistics, Lack of awareness of project management practices, poor communication among project stakeholders, Lack of Provision of financial resources by construction companies to implement project management practices,  resistance to adopt changes among industry stakeholders and finally bureaucracy and regulatory changes. It can therefore be concluded that the government, the construction companies, and individual construction workers contribute to the barriers mentioned above to some extent. The impacts were delayed completion time, cost overruns, poor risk assessment, compromised building quality materials, unemployment, conflict among project stakeholders, and terminated contracts. Failure to adequately implement project management practices during crisis periods in Somalia has more negative than positive effects on construction projects and their stakeholders. The findings also revealed the mitigative measures to the barriers and their impacts as proper communication and collaboration among project stakeholders, regular training and education in project management, availability of appropriate technology and tools for project management, adequate infrastructure and logistics, financial resources, willingness to adopt changes among industry stakeholders and transparency in the construction processes within companies. Based on the mitigative measures mentioned above, all the relevant stakeholders have roles to play to ensure the above measures and solve the barriers and the impacts identified in the study. The study's outcomes contribute to the quest for solutions to the barriers and their impacts, and provide insight into other research areas.

Expansion of firms into the International Construction Market (ICM) is a well-established area of research in international construction literature. However, in Nigeria studies were mainly on the plight of Nigerian Indigenous Construction Firms (NICFs) and the dominance of the Nigerian construction industry by Multinational Corporations (MNCs). It is a matter of concern that there is no known study that explored the internationalisation of NICFs with a view to integrating NICFs into the ICM in view of the benefits which include prestige, opportunity for growth, increased profits, risk sharing among others. This paper presents a theoretical framework for expansion of NICFs into the ICM with a view to integrating NICFs into the ICM. The paper used the literature review approach and content analysis for the study and adopted three independent but interrelated theories; the Resource based view theory, the Network theory, and the Institutional theory to explain the internationalisation of NICFs, and to develop the theoretical framework. The research has implications on theory, policy and practice: It will elicit government's support towards policy formulation on internationalisation and positively influence managers of NICFs to strategically consider expansion of NICFs into the ICM. It will also stimulate further research into this important area in Nigeria and the Diaspora.

În domeniul serviciilor această varietate de interpretări a condus la o gamă variată de activităţi considerate a fi specifice acestuia. Diversitatea de interpretări şi definiţii a condus, la rândul său, la dificultăţi de aplicare şi adoptare pe scară largă a conceptului.

Purpose-The study is about conducting a quantitative inquiry of the drivers that facilitate and barriers that hinder the adoption of Green Buildings (GBs) in Qatar. This will help pave the ground for increased GB development in Qatar. Design/methodology/approach-Using previously published studies, 21 barriers and 14 drivers related to GB development are identified. Based on the findings of a questionnaire survey involving 102 construction industry experts, the significance of GB drivers and barriers in the case of Qatar is determined. Partial least squares structural equation modeling (PLS-SEM) analysis is conducted to determine the significance of relationships of drivers and barriers for GB adoption in Qatar. While conducting PLS-SEM analysis, drivers and barriers have been aggregated and subsequently analyzed across 4 and 5 constructs, respectively. Findings-While all the driver constructs are interrelated, only drivers related to economic and cost benefits have a significant relationship with GB adoption. Also, in case of barriers, only the barriers related to fear of extra expense and additional work have a significant relationship with GB adoption. Research limitations/implications-Based on the relationships of drivers and barriers identified, recommendations are provided for increased uptake of GBs in Qatar. The study findings will enable decision-makers to ease the process as well as initiate policymaking for increased GB adoption. Theoretically, the findings of this study will contribute to the growing knowledge of GB projects. Originality/value-GB development is highly contextual in terms of the region of development. In-depth studies on GB drivers and barriers have been missing for Qatar and this gap is filled by this study.

and demonstrate that the implementation of choosing by advantages (CBA) in the tendering procedure is beneficial for i) achieving transparency; ii) clarifying what an owner truly values in a project, and iii) assessing value, prior to requesting proposals and receiving responses. Furthermore, CBA allows decision-makers to separate the value of the technical proposal versus the cost of the proposal; thus, a bad technical proposal cannot be compensated by a low bid. This paper explains how CBA can be applied in the tendering procedure and also how to adjust the CBA tabular method for public procurement. The authors explain the process steps of the method and outline what the owner needs to define before requesting and evaluating proposals. Finally, based on the constructed case of the procedure is analyzed and discussed.

Studies are being carried out with the aim of understanding the current development of building construction in the city of Recife and its metropolitan area in the state of Pernambuco, Northeast Brazil; and identifying obstacles to the adoption of Lean Construction. The level of knowledge on the issue among companies has also been studied. Limited awareness regarding lean construction has been identified, together with a lack of studies on construction management in engineering courses. This paper shows the results of these research projects, which also investigated aspects of ISO 9000 certification among companies, as well as environmental management, production planning and control. Suggestions are made in an effort encourage the adoption of Lean Project Delivery among construction companies in the state of Pernambuco. The case studies developed here were part of larger research.
