Connecting Multiple Criteria Decision Support (MCDS) methods with SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis yields analytical priorities for the SWOT factors and makes them commensurable. Decision alternatives can also be evaluated with respect to each SWOT factor. SWOT analysis provides the basic frame for analyses of operational environments to support strategic decision-making. MCDS methods enhance SWOT analysis and its results so that alternative strategic decisions can be prioritised overall. This benefits the utilisation of the SWOT-results in the decision making process. The purpose of the study was to determine resource allocation in county governments: A case of Laikipia County. The study was guided by three research objectives; to establish resource allocation in Laikipia County, to establish challenges facing resource allocation in Laikipia County and to determine the measures which can be used to improve resource allocation in Laikipia County. The study used descriptive survey design to collect data from the target population. Target population was employees from the selected departments of Laikipia County government. Stratified sampling was applied. The sample size consisted of 60 respondents. Questionnaires were used to collect primary data. SPSS was used to produce frequencies, descriptive and inferential statistics which was applied to come up with conclusions and generalizations about the population. Descriptive statistics used in the study was frequencies and percentages. The first objective was to establish the strategies used in resource allocation in county governments. It was indicated that majority of respondents agreed that resource allocation problem affects decision making, resource allocation is done based on the set objectives, fair policy provides competitive, policy makers require a technique for prioritizing the uncertainties which face the society, regular revision for strategic objective is done during budgetary cycles, priority based approach allows for stakeholder consultation of allocation recommendations, workforce is aligned to each strategic objective and priority based approach helps to ensure a transparent priority setting process. The second objective was to establish challenges facing resource allocation in Laikipia County. The management of the natural resources such as land, water, soil, plants and animals as well as other minerals with a particular focus of how productivity it can affects the quality of life for both present and future generations is an optimist concern and use great attention. Bong County as a county have most of these natural resources especially those minerals that are mined from the land but the realization of impact is pessimistic. Village development planning is important to achieve the set goals, but the development of Pasawahan Village so far has not been based on spatial use, so it is unable to answer problems and explore existing local potential. This research aims to study development priorities in spatial planning and village innovation. This research uses a descriptive qualitative method with a SWOT analysis. The research results for priority activities in the development sector include the provision of village health post (poskesdes), a reading garden, and village infrastructure, and the priority in the development empowerment sector is training on appropriate technology for agricultural production, waste processing sitesreduce, reuse, recycle (TPS3R), and village-owned enterprises (BUMDes). Meanwhile, the village innovation strategy is to implement an agrotourism village program.

This research aims to analyze the potentials of the leading sector and to formulate policy priorities for regional economic development in Maluku Province. The research methodology used in this research is Location Quotient (LQ), Growth Ratio Model (MRP), Overlay analysis and Analytic Network Process (ANP). The result of the research shows that in Maluku Province there are 8 economic categories that have base sector namely agriculture, forestry and fishery category; categories of water supply, waste management and recycling; major trade and retail and automotorcycle repair categories; categories of transportation and warehousing; government administration, defense and compulsory social security schemes; categories of education services; categories of health services and social activities; and other service categories. This paper aims to present the ways of making SWOT analysis using quantitative and qualitative models and establishing the optimal development strategies of rural settlements in the NorthEast region of Romania, previously used to establish strategies within organizations. This represents an adaptation of this approach to another area of activity. Stratification criteria were established for the general domains at the level of all rural settlements in this development region (trade and catering, agriculture, living conditions, rural infrastructure, access to basic services, public order and safety, constructions, administration and civil society and others) that were then classified, according to actual needs of local communities, into areas of expertise. Vrancea County is a predominantly rural area in which natural components are harmoniously combined in three major relief steps, which require a specific functional zoning from the economy point of view. Given the fact that mineral resources are found in limited quantities, the solution to the economic development of local communities in rural areas is the rational use of land resources and agriculture and zootechnic sector development, to which it can be also added the tourist resources, so as to exceed the subsistence level and to add extra value to the local area. This chapter focuses on the analysis of qualitative and quantitative indicators that reflect the current state of the resources of the land and agricultural background, their evolution over time, but also try to explain as more realistic the current status of the Vrancea motherland in a county and regional context.

Managing the use of rural resources typically requires the consideration of a diverse set of concerns and often also the resolution of conflicts. The identification and implementation of appropriate methods of analysis could assist in defining suitable development alternatives. However, the need to consider multiple goals, which may often be expressed in disparate metrics, poses particularly difficult problems in the development of analytical methods. A discussion of fundamental questions associated with assessing resource developments in the rural context is presented in this paper. This is followed by a description of multiobjective goal programming, an analytical procedure that could be employed to generate information that may assist with resource development decisions. A description of the application of a goal programming system to assess options in resource use relative to forest energy developments in Ontario, Canada illustrates the analytical procedures and provides examples of the types of information that can be generated.
Resource-rich regions might be expected to exploit their natural endowments in order to develop comparative advantages; however, resource abundance may be futile if poorly managed. Intriguingly, changes in regional economies and social values entail a more holistic approach of how, where and why management decisions about natural resources are made. The present paper examines public perceptions concerning the significance of natural resources and the role that they may play in regional and rural development. Primary data were collected through personal interviews to a sample of 255 citizens that were analysed through a combination of factor, confirmatory, cluster and discriminant analyses. Results reveal three distinct groups of citizens: the "active-conscious" citizens, the "environmentally-moderate" citizens and the "environmentally-passive" citizens. The results highlight sectors and resources eligible to maintain and invigorate the regional and rural developmental path.

This study aimed at establishing the influence of resource planning on successful completion of water projects in semi-arid areas in Kenya with a specific focus on Machakos County. The target population consisted of 648 representative beneficiaries of water projects in Machakos County, Water Management committee members, Sub-County water officers and Machakos County Local Coordinators who are involved in water projects in Machakos County. A sample of 241 respondents was selected using purposive and simple random sampling procedures. The study had a response rate of 70.5%. Descriptive and inferential statistic was employed to analyze the quantitative data. Abstract: The role of natural resources in regional development is the subject of a debate between dependency theorists, who argue that natural resources impede development, and comparative-advantage theorists, who argue that resources can expedite development. This debate is assessed by a case study analysis of the impact of resource development on a regional economy. The case study uses a model to estimate the comparative advantage of the resource sector. The results show that natural resources have the potential to provide a significant comparative advantage relative to other economic sectors by virtue of generating resource rent, which is a surplus above normal returns to other factors of production. The case study also shows that there are considerable risks in resource-led growth, including the propensity to dissipate rent and increase community instability by building surplus capacity. These risks are amenable to mitigation because they are largely the result of poor management of resource development. The case study demonstrates that the most productive analytical approach for understanding the role of natural resources in the development process is a synthetic approach, which combines the insights of the dependency and comparative-advantage paradigms into a unified framework. It also demonstrates that the concept of resource rent, which has frequently been ignored in development theory, must be reintegrated into the unified framework to improve the understanding of the role of natural resources in the regional development process.
